Why must a person consider theirselves an addict because they choose to use a substance?

Nobody else can decide if we are an addict (though the legal system can help make that decision).

If you’re not sure if you’re an addict, this may answer your question : http://na.org/?ID=litfiles/us_english/IP/EN3107.pdf

The admission of being an addict is essential for recovery to work in our lives. Step One: "We admitted we were powerless over our addiction and that our lives had become unmanageable." It is only through that admission that lays the foundation for the rest of recovery that we can find a different way of life.
"In this program, the first thing we do is stop using drugs. At this point, we begin to feel the pain of living without drugs or anything to replace them. The pain forces us to seek a Power greater than ourselves that can relieve our obsession to use."
